President Ilham Aliyev has signed a decree to improve visa procedures for nationals of 13 countries in a continued effort to support tourism growth. The Azerbaijan visa on arrival is another clear sign of commitment to opening up the country to foreign visitors. The Minister of Culture and Tourism Abulfas Garayev pointed out that the number of tourists has increased since the ASAN Visa system was implemented. Garayev said, "The issuance of a visa within three hours virtually eliminated all possible obstacles." His remarks also addressed that the ASAN Visa system is an attempt to be more transparent in regards to how visas are processed.

Azerbaijan is a country with remarkable historical, cultural, and natural heritage. According to a report by the World Travel and Tourism Council, Azerbaijan is one out of ten countries that saw significant growth in visitor exports between 2010 and 2016. Azerbaijan was in first place among the fastest developing travel and tourism economies. In 2017, it has been reported that the number of tourists soared by twenty percent.

The Azerbaijan Visa System was launched in 2012 with specific goals in mind. The ASAN Visa system looks to, "help citizens avoid extra costs and save time, to ensure observance of ethical norms and politeness in communication with citizens, to further improve the level of professionalism and transparency, to build confidence toward public agencies, to strengthen the fight againstĀ corruption and promote broader use of e-services." The Azerbaijan visa on arrival and electronic visa are available to improve visitor's experience to the country.

Azerbaijan has an electronic travel authorization system for citizens of many nations including Turkey, US, UK, and Iran. Foreign nationals of 94 eligible countries can apply online to obtain an electronic visa to Azerbaijan. In contrast, the visa on arrival will be available for the following countries:

The online e-Visa application will require that the applicant completes their personal details, passport information, and email address. The applicant must pay a fee during the application process in order to get the visa for Azerbaijan.
